## This Week's Speaker

Daniel Naftel, "Over-policed but underserved: crime, safety, and the political effects of policing"

## Abstract

Negative experiences with the police can have profound effects on political participation, alternately demobilizing individuals or generating electoral backlash. But far less is known about the conditions under which policing might generate positive feedback effects, particularly in disadvantaged communities of color where trust in the police is low. I argue that increasing police presence in neighborhoods with high rates of violent crime may encourage political participation by reducing victimization risk and improving perceptions of the quality of police services. Leveraging a large-scale policing experiment in Jacksonville, Florida, I find that sudden, exogenous increases in the presence of officers increased voter turnout in local elections by between 2 and 3 percentage points. Importantly, I find that these changes are not a function of the tactics used by officers—interventions that led to large increases in investigatory stops had similar effects to those focused on community engagement and improving access to social services. Together, these results point to the important role that concerns with crime and the under-provision of policing services play in determining the lessons that voters draw from their daily experiences with law enforcement.

*The American Politics Research Workshop (Gov 3004) meets all academic year, Tuesdays, 12:00 - 2:00 PM, in CGIS K354. This workshop presents an opportunity for graduate students and Harvard faculty to present and receive feedback on their current research. The workshop highlights key theoretical and empirical findings from Harvard affiliates on topics related to American politics.*

*All interested Harvard affiliates are invited to attend.*
