Angelo Dagonel, "Elective Enforcement: The Politics of Local Immigration Policing"
Abstract
This paper investigates whether the public’s immigration policy preferences influence the behavior of local law enforcement agencies. Scholarly attention has been paid separately to measuring immigration preferences, and to the level of local immigration enforcement. However, the relationship between preferences and immigration enforcement is less understood. We present a model of policy responsiveness that examines how restrictive immigration preferences relate to the rate of immigrant detainment by county sheriff offices. We rely on administrative data from the Transactional Records Access Clearinghouse (TRAC) on immigrant detention to produce an outcome of detainer rates, and use survey responses from the Cooperative Election Study (CES) to construct ideal point estimates of restrictionist preferences.
