Angelo Dagonel, "Legislative Agenda Setting in the American Immigration Bureaucracy, 1965-2020"

Abstract

The saliency of immigration politics brings to surface recurrent questions about the legislative capability to influence bureaucracy.  Most questions focus on a gridlocked inability to pass reform bills.  However the administrative arms which implement immigration policy are subject to frequent oversight across its conflicting responsibilities of enforcement and service.  Oversight hearings offer a great opportunity to understand what Congress prioritizes for the bureaucracy, and where alignment, persuasion, and disagreement occurs. This paper uses a corpora of subcommittee hearings on the administration of immigration policy from 1965 to 2020 to describe when and why enforcement and service are prioritized in agenda setting discourses between legislators and bureaucratic executives.

The American Politics Research Workshop (Gov 3004) meets all academic year, Tuesdays, 12:00–2:00 PM, in CGIS K354. This workshop presents an opportunity for graduate students and Harvard faculty to present and receive feedback on their current research. The workshop highlights key theoretical and empirical findings from Harvard affiliates on topics related to American politics.

All interested Harvard affiliates are invited to attend.
